Why do you need to take the exam?

For most foreign nationals, the exam is a mandatory requirement for legal stay in Russia. The certificate confirms knowledge of the Russian language, history, and the fundamentals of the legislation.

What documents are needed
to register for and take the exam?

To take the exam, you need to have all required documents ready in advance. Without them, you won’t be able to register for or take the test.

  • At the consulate of your country if you need a renewal.
  • The translation can be done by any notary in Russia.

  • A passport must be valid for at least 6 months.
  • All information in the application must match the passport.

  • At the border (airport, train station, or checkpoint).
  • If you lose your card, contact the nearest Ministry of Internal Affairs (МВД) office for migration matters.

  • The “Purpose of entry” field must indicate the purpose that matches your exam (for example, “Work” or “Study”).

Temporary residence permit at the place of stay

Where to get it

  • At the Ministry of Internal Affairs (МВД) office; or a multifunctional center (MFC; МФЦ) with the involvement of your landlord.
  • Sometimes your host organization (employer, dormitory) can register you.

Important:

  • Your registration must be valid on the day of the exam.
  • Without it, you might not be allowed to take the test.

Where to get it

  • If you register online, the receipt is created automatically and sent to your email.
  • If you register at a center, you get a paper receipt with bank payment details.

Important:

  • Payment is only valid if your full name matches exactly.
  • Keep your receipt – you might need it on an exam day.

How to register for the exam?

  1. Find the nearest accredited center on the Ministry of Internal Affairs (МВД) website or “Gosuslugi” (Госуслуги).
  2. On the center’s page, select the type of exam: patent / TRP / PRP / RAFL test.
  3. Fill out the online application: last name, first name, citizenship, date of birth.
  4. Upload scans of your passport, migration card, and registration.
  5. Choose date and time.
  6. After confirmation, you will receive an email or SMS with the exam details.

Applying via the “Госуслуги” portal
  1. Log in to the “Госуслуги” portal (gosuslugi.ru).
  2. In the service search, type: “экзамен по русскому языку для иностранных граждан” (Russian language exam for foreign citizens).
  3. Select your region and the type of exam.
  4. Fill out the application form and attach copies of your documents.
  5. Pay online and download the receipt.
  6. You will receive a notification with the address of the testing center and the exam time.

How is the exam conducted?

The exam is conducted at accredited centers and in person only. The entire process takes about 1.5–2 hours and is carried out in several stages.

What to do if you fail the exam?

Don’t worry – you may retake your exams as many times as needed. But there are some important rules to note:

  1. You may not retake individual sections separately. If you score below 66% in one section, you must retake the entire exam.
  2. Retakes are paid. The price is the same as for the first attempt (3800 or 5900 rubles).
  3. Deadlines depend on the status.
  • For a patent, the exam must be passed within 90 days of entry. If you do not meet this deadline, the patent will not be issued, and a fine or entry ban may apply.
  • For a TRP and PRP, there is no strict retake deadline, but you can only submit your documents if you have a certificate.

Frequently asked questions

When is the certificate issued after the exam?

The timing depends on the testing center. Results are usually ready within 3–10 business days. The certificate is issued in person at the center where you took the exam. In some cases, a duplicate can be issued via a power of attorney.

How long is the certificate valid?

– For a patent and TRP, the certificate is valid for 3 years.
– For a PRP and citizenship permit, the certificate is valid indefinitely.
– For a RAFL test (study, profession), it is also valid indefinitely.
⚠️ Important: a new exam may be required for different purposes if the certificate has expired.

How many people are usually in a group during the exam?

The groups are small, and usually consist of 10 to 20 people. In larger centers, groups may be bigger, but the tasks and exam time are the same for everyone.

What should I do if I lose my certificate?

You need to contact the center you took the exam at, and request a duplicate. This usually takes up to 10 business days. You will need your passport and a copy of the old certificate (if available). Sometimes a small state fee is charged (about 300 rubles).

Which government bodies supervise the exams?

– Ministry of Science and Higher Education of the Russian Federation is responsible for organizing the exams and accrediting testing centers.
– Ministry of Internal Affairs (МВД) of Russia accepts certificates when issuing patents, TRPs, PRPs, and citizenship permits.
– Federal universities and testing centers conduct the exams themselves.
